Aureos? Africa Health Fund invests in Togolese private hospital

Aureos Capital, a small and mid-cap private equity fund manager, has made an investment in Clinique Biasa, a private hospital and clinic providing medical services in Togo, West Africa.

The investment has been made by the Africa Health Fund, which is managed by Aureos Capital.

The fund?s objective is to enable low income Africans access to affordable, high quality health services while providing investors with strong long-term financial returns.

Aureos? USD1.7m investment will enable Clinique Biasa to complete the financing of its modernisation and expansion plan which will cost approximately USD5m. This will in turn increase the range of treatments and services offered to patients in Togo, while more than trebling the hospital?s bed capacity.

Clinique Biasa was founded in 1975 and is located in Togo?s capital, Lom?. It currently offers more than 15 speciality services ranging from general medicine, paediatrics and neurology to anaesthesiology and physical therapy to residents of Togo and its neighbouring countries. The hospital is one of Lom??s top three private health facilities and makes a significant contribution to quality health provision in a country which has less than one hospital bed per 1,000 people. This compares to a global average of three hospital beds per 1,000 people.

Moody's, S&P take step to downgrading Barclays

LONDON (AP) ? Two leading credit rating agencies took steps Thursday toward downgrading Barclays in the wake of a trading scandal that's seen three senior officials, including chief executive Bob Diamond, hand in their resignations.

Though both Moody's and Standard & Poor's maintained their ratings on the bank, they lowered their outlooks to 'negative' from 'stable. That means that a downgrade of the actual rating is now more likely.

Barclays did receive some respite from another of the three big agencies, Fitch Ratings, which said its view was unaltered by the interest rate scandal and resignations.

Although Fitch said political, regulatory and reputation risks for Barclays and other major global banks had increased, it added "the direct implications (for Barclays), in terms of the size of the regulatory settlements announced last week, are easily manageable given its capital and earnings capacity."

The other two agencies took a less generous view.

S&P said its revised outlook reflected, in part, "our view that the impact on Barclays' overall franchise may persist for an extended period, which in turn could lead to both weaker and less stable revenue generation."

And, Moody's said its change reflected concerns that the resignations of Diamond, Chairman Marcus Agius and Chief Operating Officer Jerry del Missier, and the consequent uncertainty about the company's direction could negatively impact on bondholders.

The three men resigned in the wake of last week's action by U.S. and British agencies to fine Barclays $435 million for making false submissions on borrowing costs, which along with data from other banks sets a key financial benchmark, the London interbank offered rate (LIBOR).

"The bank could be challenged to replace the three senior staff and in particular find a new CEO who not only has a sufficient understanding of the investment banking business to run Barclays, but also has the credibility and ability to swiftly address the weaknesses that the LIBOR incident revealed and stakeholders' perceptions of the investment bank," Moody's said.

Moody's said the resignations could lead to pressure on the bank "to shift its business model away from investment banking and reform perceived failures in its business culture."

In any case, the British government has said it intends to pass legislation to insulate retail banking from the riskier activities of investment banking, a structural change which Barclays has strongly opposed.

Moody's said its concerns were mitigated "by Barclays' broad and strong management team, which provide the firm with stability and continuity" while it searches for a new chief executive and chairman. Chairman Agius continues to serve as executive chairman until his successor is chosen.

The company's shares were 0.5 percent lower at 165 pence in late morning trading in London.

Holders Zambia is awaiting Thursday?s final qualifying round draw for the 2013 Africa Cup of Nations in Johannesburg, South Africa.

Chipolopolo is among 30 teams waiting to learn their opponents in the final round of the 2013 Nations Cup qualifying campaign.

The African champions have been seeded together with 14 other nations ahead of the draw.

Zambia is in pot one along side, Algeria, Angola, Burkina Faso, Cameroon, Equatorial Guinea, Gabon, Ghana, Guinea, Ivory Coast, Mali, Morocco, Nigeria, Sudan and Tunisia.

The unseeded countries are Botswana, Cape Verde Islands, Central African Republic, Democratic Republic of Congo, Ethiopia, Liberia, Libya, Malawi, Mozambique, Niger, Senegal, Sierra Leone, Togo, Uganda and Zimbabwe.

Seven-time champions Egypt will be surprise absentees when the draw is made after they were knocked out by Central Africa Republic and will consequently miss the Africa Cup for a second successive edition.

Besides the pairing of teams, there will be a separate draw to decide which one has home advantage first in the final round scheduled for the weekends of September 7-9 and October 12-14 this year.

Wash. middle school teacher accused of sex with student

A Tacoma, Wash., teacher has been placed on paid leave amid accusations that she had sex with one of her middle school students at least three times, both on school grounds and in the boy's bedroom.

Keshia Shaw, a 32-year-old science and math teacher at Gray Middle School, was charged with five counts of child rape on June 26. She?is accused of performing oral sex and having intercourse with the student over a two-year period.?

The first time was when he was in her sixth-grade class in 2007; the last was during the fall of his eighth grade year, when they allegedly had sex in Shaw's classroom, according to documents filed in Pierce County Superior Court. After the last classroom incident, the documents allege,?Shaw went to a bank and gave the boy $80 and then performed oral sex on him.

The allegations were not reported to Child Protective Services until this year, after the boy, now 17, ?heard a sermon on molestation at church. After the service, he told his mother and a family friend he had been abused, court documents say.

Shaw's court date is July 10. She hasn't entered a plea yet, reported Tacoma's The News Tribune. She was placed on paid leave when the school district learned about the accusations on May 7, Tacoma school district spokesman Dan Voelpel told msnbc.com.

"Our teachers work for nine months, but they get paid over 12 months," Voelpel said. "She is currently receiving pay for the time she already worked, and she will continue to get that money."

The school district will re-evaluate whether Shaw should be placed on unpaid leave once her paychecks for time already worked run out, he said.

Shaw was hired by the Tacoma School District in 2002 as a substitute teacher and became full-time in 2005, KING reported.

According to Pierce County prosecuting attorney Heather DeMaine, the sexual abuse began at the end of the boy's sixth grade year. He was re-taking an exam in her classroom when Shaw, who had no underwear on under her dress, caught her student "looking at her and asked if he was turned on," DeMaine's court filing states. She proceeded to force him into sex in a locked room next door, the document says, and told him not to tell anyone.

That July, after driving him home from summer school, Shaw had sex with the boy in his bedroom while his mother was at work, according to DeMaine.

More encounters, including anal intercourse, reportedly occurred in the following years on school grounds when the boy -- who went to a different school starting in seventh grade -- returned to Gray Middle School to visit friends.

The incidents happened when the boy was 12 to 14 years old. Shaw was in her 20s at the time, KING reported.

Voelpel, Tacoma's school district spokesman, told msnbc.com that no accusations have been made by other students.

Tacoma police spokesman Mark Fulghum told The News Tribune, ?We don?t know about other students. Who knows, this may bring other victims forward.?

Shaw filed for divorce in February of this year, court records show. She has two children, ages 6 and 8, according to The News Tribune.

Calls to attorneys in the case and to the Tacoma school district on Tuesday were not immediately returned.

Court filings identify the boy by his initials. NBC News and msnbc.com do not reveal the identity of alleged underage victims of sexual abuse.

SALT LAKE CITY (AP) ? The mayor of Murray has put all 18 inches of his handlebar mustache up for a Fourth of July vote.

Residents of the Salt Lake City suburb told Mayor Dan Snarr to either save it or shave it by giving a thumbs-up or thumbs-down sign during the annual parade Wednesday.

The mayor's wife, April, said she was tired of being poked by the facial hair and living with a "freak." She campaigned to have it removed, even carrying a giant pair of wooden scissors during the parade to convince voters.

"A nice trim would make me happy," April Snarr said. "I try to kiss him but can't find a way in. And he pokes me in the eye. I think he loses his credibility."

Snarr, who dressed as Uncle Sam and carried a giant poster in the parade that read, "I Want You to Save My 'Stache," wants to keep his stiff upper lip.

"My plan is to keep the 'stache," said the 62-year-old. "People have said, 'That's your whole identity.' I can't take away my identity."

But he said the vote was too close to call after thousands showed up for the parade. He had city officials and family members reviewing parade footage to determine the number of votes cast along the 2?-mile route.

Snarr has been growing the mustache for the past 31 months, but it hasn't been easy.

He said it took about three months and $100 worth of hair products to keep it from drooping. He spends 10 minutes each morning prepping it.

The secret: Big Sexy Hairspray, followed by a cold blast from the hair dryer for five minutes a side, topped off with Crew Superglue styling gel.

Snarr has been mayor of Murray for nearly 15 years, proclaiming himself a member of the DWR Party ? Do What's Right.

He had a regular mustache through most of his political life but grew it long as a goal for Murray's centennial celebration in 2003. In 2009, he had residents vote on whether he should shave as a way to raise money for a local children's hospital.

He got creamed in the votes and shaved it in May 2009, bypassing an offer to have Ellen DeGeneres do it live on her daytime talk show. He started growing it again that December, and has kept the white whiskers ever since.

He has support from the St. Louis-based American Mustache Institute, a tongue-in-cheek group dedicated to defending a man's right to sport a mustache even though they fell out of favor in the 1970s.

"They think it's great," Snarr said.

He said the organization believes it may be the longest horizontal handlebar mustache sported by a politician in American history "because nobody else can keep 'em horizontal."

"A lot of young kids think it's pretty awesome," said Snarr's longtime administrative assistant, Rondi Knowlton. "But most of the responsible adults and community leaders and staff would love to see it gone."

It certainly stands out.

"Everywhere we go across America, everybody wants a picture taken with my 'stache," Snarr said.

Wednesday was no different.

"Kids came up and asked, 'Can we just touch the 'stache one more time in case you have to shave?'" he said.
